Often times a mother will prevent a father from establishing a relationship with his child. Once the parent becomes aware that the child exists, he must demonstrate a full commitment to his parental responsibilities. A full commitment means seeking custody. In re Kelsey S. 1 Cal.4th 816 (1992) found that a mother cannot unilaterally prevent a natural father from becoming a presumed father and then allow the state to terminate his parental rights.
